ECLIPSE General Assembly #3
From 22–23 October 2025, the ECLIPSE consortium gathered in Lisbon, hosted by partners E-REDES and RD NESTER, for the project’s third General Assembly. The meeting brought together representatives from all work packages and pilot leaders to review ongoing activities, assess the project’s technical progress, and plan the next milestones as ECLIPSE moves into its second half.
Driving Progress Across Work Packages
The two-day meeting provided an in-depth look at the evolution of key Work Packages (WPs), reflecting the project’s strong momentum in both the technical and demonstration fronts.
WP3 – Defining the Architecture of the Common European Reference Framework (CERF)
As WP3 approaches completion, the team reported that both deliverables (D3.1 and D3.2) are in their final review phase, due by the end of November. The work carried out has defined data exchanges, catalog requirements, and the architecture using models such as SGAM, DERA, and the Hourglass framework.
Three interoperability profiles have been established to integrate the results of T3.1, T3.2, and T3.3, while a trustworthiness analysis of the five ECLIPSE High-Level Use Cases (HLUCs) was conducted to define implementation requirements.
The specifications developed under WP3 will serve as the foundation for the implementation phase now being undertaken in WP4 and WP5.
WP4 – Designing and Developing the CERF and APIs
Led by ETRA I+D, WP4 has entered the practical phase of defining and developing the interfaces and testing procedures that will make the CERF operational.
The APIs for DSO, HEMS, and Energy App interactions are currently being documented in OpenAPI format, with a fourth TSO interface added in response to pilot needs.
In parallel, partners are preparing a two-phase testing plan for validation across pilot sites. Work will also begin on defining maintenance procedures to ensure the CERF’s long-term sustainability and scalability.
WP5 – Deployment and Demonstration Across Europe
Each pilot leader presented updates on the deployment of ECLIPSE technologies in their respective countries. Despite some localized challenges, such as scheduling adjustments or team changes, the overall picture remains positive: most pilots are on track, have begun integration activities, and are already engaging users and collecting valuable feedback.
The consortium discussed upcoming large-scale demonstrations and the completion of Deliverable 5.1, due by the end of November. All pilots were encouraged to ensure proper KPI mapping and clear reporting on stakeholder and user participation numbers.
WP6 – Assessing Impact and Regulatory Insights
The newly launched WP6, led by FHOOE, ETRA, and EDSO, is focused on evaluating user satisfaction, policy recommendations, business models, and replication strategies. The tasks currently underway include:
- Gathering regulatory data from pilots through Miro boards.
- Preparing user satisfaction surveys and social impact assessments.
- Defining innovative business models and KPIs for economic and environmental evaluation.
- Preparing replication and expansion strategies, to begin in early 2026.
These activities will ensure that ECLIPSE’s outcomes are not only technically sound but also socially impactful and scalable within Europe’s evolving energy landscape.
WP7 – Communication, Dissemination, and Exploitation
The communication team from ETRA I+D presented the latest achievements and upcoming actions to enhance visibility and exploitation. Highlights include:
- The launch of a new online campaign on pilot sites, featuring videos and stories from across Europe.
- Preparations for ECLIPSE’s participation in Enlit Europe 2025 in Bilbao (Stand 5.F30-S02) and a roundtable on Energy Data Spaces.
- Strengthening collaboration with other EU projects to maximize impact and outreach.
Pilots in Motion: Testing Innovation in Real Environments

The meeting showcased encouraging progress from pilot sites across Europe, where ECLIPSE technologies are being
implemented in real-world conditions. From IoT equipment deployment and data integration to end-user testing with the ECLIPSE energy app, pilots are advancing towards large-scale validation.
The results of these activities will play a crucial role in refining technical developments under WP4 and in providing input to WP6’s user satisfaction and policy assessments.
Looking Ahead: A Collaborative Path Toward Smarter Energy
The Lisbon meeting reaffirmed ECLIPSE’s collaborative spirit and shared ambition to empower European consumers and system operators through interoperable, open-source energy solutions.
With several key milestones approaching, including the completion of major deliverables and the beginning of new work packages, the project continues to move steadily toward its vision: turning research into real-world impact and shaping a more digital, efficient, and user-driven European energy system.
