SIORD: Enabling Smarter Flexibility Management for Distribution Networks
SIORD is a comprehensive platform designed by Distribution System Operators (DSOs), combining real-time operational capabilities with centralized management. By optimizing the supervision and delivery of flexibility services, as envisioned by System Operator Guidelines (SOGL), article 40.6 and Operational Procedure P.O. 9.2; SIORD serves as a key technological enabler of the Common European Reference Framework (CERF), supporting the transition towards a more efficient, resilient, and consumer-centric energy system.
How SIORD Supports the Modern Grid
SIORD is an operational solution that facilitates secure and reliable information exchange with Distributed Energy Resources (DERs) through multiple communication protocols. The platform can be deployed through existing Generation and Demand Control Centres (GD-CCs), newly established GD-CCs operating as SIORD operators, or Distributed Energy Resource Information Platforms (PIREDs).
When integrated with GD-CCs, SIORD provides DSOs with advanced visibility and control over distributed generation, consumption, and storage assets. Beyond monitoring and supervision, DSOs can also remotely manage, schedule, and dispatch DERs, enabling more efficient network operation and flexibility activation.
Within the Spanish pilot of the ECLIPSE digital project, SIORD is being deployed through a PIRED. Unlike a control centre, a PIRED acts as a monitoring and information platform, offering a lighter and more scalable approach for integrating a wide range of distributed resources. This model is particularly well suited to connecting electric vehicle (EV) charging management systems, self-consumption applications, and energy communities.
Demonstrating Flexibility Through Smart EV Charging
The Spanish pilot, developed in collaboration with Iberdrola, focuses on smart EV charging as a practical demonstration of how distributed flexibility can support grid operations. Through Smart Charging and Vehicle-to-Grid (V2G) technologies, participating charging points share real-time anonymized operational data through the SIORD ainterface.
This visibility allows Iberdrola to better manage electricity demand during periods of network stress while also enabling EV batteries to return stored energy to the grid when required. The result is a more flexible and responsive electricity system that can better accommodate growing levels of renewable generation and demand electrification.

SIORD’s Contribution to the CERF Vision
SIORD provides the digital infrastructure needed to securely connect local energy resources with the wider electricity system. By ensuring that these assets can be monitored, coordinated, and integrated effectively, the platform strengthens grid reliability while unlocking the value of distributed flexibility.
As Europe accelerates its energy transition, solutions such as SIORD will play a critical role in empowering consumers, supporting DSOs, and enabling the seamless integration of decentralized energy resources. In doing so, SIORD directly contributes to the CERF vision of a sustainable, digitalized, and highly flexible energy future.
